Seattle Targeted Violence Mass Casualty Hospital Response Workshop

On behalf of the Federal Emergency Management Agency (FEMA), you are invited to participate in the Targeted Violence Mass Casualty Hospital Response Workshop (TVHRW) designed for FIFA World Cup Host Cities. The workshop will be held on Wednesday, April 15, 2026, at the Walker Ames Room, Kane Hall, University of Washington, Seattle, WA, 98105. Sign-in will open at 8:30 AM, and the workshop will begin promptly at 9:00AM.

This day-long interactive workshop designed to improve a hospital or hospitals' resilience against a targeted violence mass-casualty incident. It seeks to accomplish the following key objectives:

  • Identify Host City-Specific Gaps: Identify areas for discussion that could significantly improve the response to a violence-related mass-casualty incident in the unique context of a large-scale, international sporting event like the FIFA World Cup.
  • Provide Key Best Practices and Lessons Learned: Learn from the experiences of professionals in the medical sector with first-hand response experience to violence-related mass-casualty incidents.
  • Strengthen Regional Partnerships: Build and strengthen existing relationships with response partners across the host city to facilitate improved communication and understanding of regional resource-sharing protocols to achieve better medical outcomes.

The day will be spent in facilitated plenary discussions around the scenario presented and presentations by subject-matter experts. Participants will identify issues and gaps and begin to develop strategies and next steps to further strengthen their preparedness posture.
